Stephanie Jill Riggs, affectionately known as Jill to her family and friends, passed away on March 7, 2026, at the age of 53. Born on May 6, 1972, she lived a life defined by love, creativity, and a deep appreciation for life’s simple joys. Her vibrant spirit and genuine warmth left a lasting impression on everyone who knew her.

Jill is survived by her devoted husband, Brian A. Young, with whom she shared a steadfast partnership through every chapter of life. She was the proud mother of Aloni Hargett of Maysville and Noah Hargett of Morehead City, who were the light of her life. She is also survived by her mother, Diane Williams of Maysville; her brothers, Jamie Riggs of Chile and Brandon Armstrong of Pamlico; her special aunt, Sandra Adams; and many other loving family members and friends. Jill cherished her grandpuppy, Luna, whom she adored as her own. She was preceded in death by her father, James Arnold Riggs, her stepfather, R. L. Williams, and her beloved nana, Doris Riggs.

A talented floral designer, Jill brought beauty and soul to every arrangement she created, earning admiration from colleagues and clients alike for her artistic eye and meticulous care. At heart, she was a true beach lover who found peace in the ocean’s rhythm and the warmth of the sand. Her love for music, spanning all genres, provided both joy and comfort throughout her life. Above all, family was the cornerstone of her world. She treasured time spent with her children, especially on beach days that combined her two greatest passions. Known for her honesty and straightforward nature, Jill was genuine in every word and action, and those close to her never doubted her love or loyalty.

She will be remembered as a loving, creative, and interesting woman whose laughter, warmth, and unique spirit touched all who were fortunate to know her.
