Shirley J. Carter, 86, of Watertown, passed away on Tuesday, March 10, 2026, at the Rainbow Hospice Inpatient Center in Johnson Creek.
Born on April 6, 1939, in Brainerd, Minnesota, Shirley was the daughter of Archibald and Bertha (Sohns) Cleveland. She carried a deep love for dogs throughout her life, especially her devoted companion Gingi.
She is survived by her daughter Sheryl (Paul) Marshall, grandchildren Christopher Marshall, Tiffany (Mike) Stark, and Leah Karstens, great-grandchildren Gavan Stark, Kolton Stark, and Alexander Marshall, and her sister Julia Checkai. Shirley is also remembered by many nieces, nephews, other relatives, and friends.
She was preceded in death by her parents, her husband, and her siblings Leona, Bernice, and Gerald.
