She was born October 25, 1947 in Paintsville, Kentucky to the late Roy and Ethel Williams Rigsby.Survived by three sons, Neal (Tom) Owens of Pikeville, Kentucky, Kevin (Melinda) Owens of Salyersville, Kentucky, Robert Morgan "Robbie" (Farrah) Owens of Salyersville, Kentucky, eight grandchildren, Morgan, Laiklynn, Drake, Emmy, Lilly, Zane, Jackson, Riley, five great grandchildren, Parker, Dean, Eliana, Sophia, and Harper.In addition to her parents, Rotha Jean is preceded in death by her husband, Robert "RC" Owens, one daughter, Jeanna Suzanne Owens, and one sister, Vonda Lea Rigsby Carroll-Snoddy.Funeral services will be conducted at 1:00 P.M. Thursday March 19, 2026 from the Magoffin County Funeral Home Chapel with Aaron Penix officiating. Burial will follow in the Lee Rigsby Cemetery at Bee Tree, Kentucky.
