McDougale was born in Salem, NJ on May 23, 1950, to James Sr. and Mamie McDougale. She peacefully transitioned on February 23, 2026, at the age of 75.At an early age, her parents moved the family from Salem, NJ to Wilmington, DE, where Rochelle was raised and received her education in the Wilmington Public School system. After graduating from Wilmington High School, she furthered her education by earning a certificate in Bookkeeping.Rochelle was raised in Tabernacle Baptist Church and most recently became a member of The Church of Jesus Christ of Latter-Day Saints, embracing the Mormon faith with dedication.Rochelle was known for her kind and giving nature. She had a quiet demeanor and a loving heart that cherished her family. She worked for years in the cash office at Value City until her retirement. Later, she was hired at Walmart, where she worked in the Fine Jewelry Department.Rochelle enjoyed reading, and as a young girl, she was fascinated with comic books and would spend hours at the Franklin Street Pharmacy reading them before purchasing the books to bring home. On Saturday mornings, she loved watching Beach Blanket Bingo shows and Elvis Presley movies. Her other pastimes included word search puzzles, playing games on her tablet, and attending the St. Francis Life Center, where she particularly enjoyed playing cards and dominoes and bringing laughter to others.She was married to Jack Jackson, and from this union came two children, Glennette Harlene and James Harland Jackson. Rochelle was a devoted mother; her children were the love of her life. When her daughter surprised her with her first grandchild at an early age, Rochelle embraced the role of "Mom-Mom" wholeheartedly while ensuring her daughter completed high school.Rochelle was preceded in death by her parents, James Sr. and Mamie McDougale; her brothers, James Jr. and Alonzo McDougale; her sister, Delorse C. Griffin; nephews, Michael McDougale and James McDougale III; and brother-in-law, James Williams.She leaves to cherish her memory: her children, Glennette H. Jackson, James H.
