Robert Kenneth Duncan, known affectionately as Bobby, was born on August 24, 1940, in Athens, Georgia. A lifelong native of the city, he carried a deep knowledge of its history and changes, often recalling what once stood where new buildings now rose. He graduated from Athens High School in 1959 and began a long and distinguished career in 1963 with the United States Department of Agriculture. Starting in the printing room of the Agricultural Stabilization and Conservation Service, later known as the Farm Service Agency, he advanced to serve as Agency State Administrative Officer, retiring in 1998. In the absence of the State Executive Director, he directed all state and county operations for the FSA. After retirement, he continued serving his community as a bailiff for 15 years alongside State Court Judges Kent Lawrence and Ethelyn Simpson.

Bobby was a quiet, gentle man whose steady presence and reasonable judgment were often sought by others. His compassion showed through the way he lived, offering his time and service without fanfare. A devoted Georgia Bulldogs fan, he followed the football team for decades, dating back to watching games from the railroad tracks near the stadium. He cherished his days as one of the Kelley Boys at the YMCA and fondly remembered driving the luggage truck to camp in California as a teenager. For more than 60 years, he was an active member of Tuckston United Methodist Church, serving on numerous committees and faithfully serving as an usher.

He was married to Jackie Jones Duncan for 60 years. Bobby is survived by his wife Jackie; his son Clark and daughter-in-law Aja Duncan; his daughter Dana Duncan; grandsons Jones Duncan and Charlie Duncan; his brother Lamar Duncan; and his brother and sister-in-law, Edward and Peggy Holmes, along with many nieces and nephews.

He was preceded in death by his parents, Frank Erwin Duncan, Sr. and Florrye Dawson Duncan; his brother Frank Erwin Duncan, Jr.; his sister Barbara Duncan Tillman; and his nephews Scott Tillman and Brent Holmes and niece Karen Holmes.
