Born on June 14, 1946, in Washington, D.C., Dick was the son of the late William A. Volkman, Jr and Mary Wells Volkman. Dick graduated from Gonzaga College High School in Washington DC in 1964 and Xavier University in Cincinnati Ohio in 1968. He served 3 years with the U.S. Army Intelligence and Security Command stationed out of the Pentagon. Following his honorable discharge, Dick earned his law degree from Catholic University Law School in Washington DC. Upon passing the Maryland Bar Exam, Dick proudly served as Law Clerk for Judge Philip M. Fairbanks of the Circuit Court of Montgomery County Maryland. Thereafter, Dick worked briefly for a small law firm in Rockville, MD before joining the U. S. Department of Treasury where he worked for 33 years, retiring in 2007. Following retirement, Dick attended non-credit courses at the Osher Lifelong Learning Institute at American University (OLLI).Dick was an avid sports fan closely following the Washington Redskins and the Washington Senators baseball team. He was a member of the East-West Mobile men's softball team, playing on that and other teams under the Montgomery County Department of Recreation for more than 25 years. For several years, Dick coached middle school boys and girls basketball teams for the Montgomery Co Recreation Dept.Dick read voraciously, and loved to learn. His reading was diverse, from philosophy, history and politics to sports, nature, and rock'n'roll. Dick loved listening to music and had an encyclopedic knowledge of songs and artists from the 1950's onward. He was an enthusiastic fisherman, enjoying both freshwater and saltwater fishing. He loved the outdoors and was particularly taken with the beauty and serenity of West Virginia.Dick fostered deep, lifelong friendships. To his family and friends, Dick gave unconditional love and unwavering support. He leaves behind a lifetime of good memories that will sustain those who live on.Dick's parents as well as his beloved wife of 30 years, Theresa Martinelli Volkman, preceded him in death. Dick leaves behind two children, Nicholas A. Volkman of Everett, PA and Cara M. Volkman of Hanover, PA and three siblings, Mary V. Niemiec, William A. Volkman III, and Joanne V. Wible, and a very special friend, Kathleen Foley Waters.There will be a celebration of life on what would have been Dick's 80th birthday, Sunday, June 14, 2026 with details to be provided later. In lieu of flowers, donations may be made to Mercy Learning Center, 637 Park Avenue, Bridgeport, CT 06604.
