He was predeceased by: his parents, Cecil Allen and Garnet Allen; and his brother Charles Allen. He is survived by: his wife Evelyn Darlene Allen; his sons, Robert Thomas Allen of Ashland, KY, Richard Steven Allen (Deborah) of Daphne, AL and Donald Mark Allen (Patricia) of Lawrenceburg, KY; and his grandchildren, Charles Richard Allen (Christina) of Santa Monica, CA, Nicholas Steven Allen (Elise) of Aloha, OR, Wesley Nathaniel Allen (Sarah) of Amherst, NH, Benjamin Mark Allen of Lawrenceburg, KY and Rachel Ann Helton (Gary) of Lawrenceburg, KY. He is also survived by ten great grandchildren.

Visitation will be held on Friday, March 13th 2026 from 12:00 PM to 1:00 PM at the Steen Funeral Home-13th Street Chapel (3409 13th St, Ashland, KY 41102). A funeral service will be held on Friday, March 13th 2026 at 1:00 PM at the same location.
