He was predeceased by: his parents, Leigh B. Howell and Frances I. McCullen (Schultz); and his brother Dale E. Howell. He is survived by: his children, Randall L. Howell, Jr. of Harrison Valley, Teressa M. Howell (Ryan) of Columbia Crossroads, Rendale Howell of Lakeland, FL, Chad Howell of Westfield and Ryan Spicer of Colorado; his grandchildren, Chad Howell Jr., Cole, Waylen Austin and Ava Austin; and his siblings, Shelly Putman, Sandra McCullen, Sharon McCullen, Jerry McCullen and Hervey Howell.

Viewing will be held on Wednesday, March 11th 2026 from 12:00 PM to 2:00 PM at the Kenyon Funeral Home (222 W Main St, Westfield, PA 16950). A funeral service will be held on Wednesday, March 11th 2026 at 2:00 PM at the same location.
