Phyllis Irene Waugh of White City, KS passed way surrounded by family on March 5th, 2026, at the Good Shepherd Hospice House in Manhattan. She was born on August 19, 1943, on the family farm North of Eldon, Iowa to Rudolph Herman Osing and Della Marie Dalbey Osing. She was the 3rd of 4 sisters, Norma Jean Davisson, Margaret Louise Blade, and Ilene Osing.
She attended Fairview School until 2nd grade then went to school in Eldon, IA. In May of 1961, her class was the first to graduate from the newly formed Cardinal High School which consolidated five different schools.
On July 14, 1962, Phyllis married Leland Waugh at the Christian Church in Eldon. They had 3 children, Lisa Dawn, Gayle Lea, and Barry Gene. They later divorced in 1981.
At the age of 46, she went back to school at Indian Hills Community College in Ottumwa, IA where she received a Health Information Management associate’s degree in November 1991. She then moved to Jefferson City, MO where she worked at Still Regional Medical Center until July of 1992, where she moved to Dwight, KS and worked in Manhattan at Memorial Hospital which later became Mercy Regional. She was known by her many co-workers as “one of a kind” and taught them to be more assertive.
Phyllis was a loving mom, mother-in-law, grandma, sister, aunt and friend to many. She was extremely proud of her children and grandchildren’s accomplishments. She made sure that her children were able to attend college by working more than one job to support them. She attended all her grandchildren’s graduation parties and made it to several grandchildren’s sporting events in White City and some in Iowa. Her family will remember her love of playing cards and the colorful language used during those games.
She was a member of the White City Methodist Church and enjoyed attending services while she was able. She was a past member of AHIMA, the White City Library Board, and the Rolling Prairie Senior Citizen Board where she served as secretary.
She enjoyed talking about “family history” at family reunions and catching up with people she knew. She participated in telling stories at a few “Cousin Camps” with her two daughters. She enjoyed attending roping’s at the Diamond L Arena and working the concession stand. She loved having coffee at the Senior Center in White City and going to the White City bar to have iced tea. She enjoyed her adventures with some special ladies or should we say her cohorts “in crime” and will be dearly missed.
Phyllis is survived by her children, Lisa Hulscher, Van Meter, IA, Barry (Kara) Waugh, Polk City, IA, and Gayle (Tad) Larson, Council Grove, KS, her sister, Ilene Osing, Ottumwa, IA, her grandchildren, Ty Larson, Cheyenne Larson, Grant Hulscher, Claire Hulscher, Joseph Hulscher, Kerrick Waugh. She also leaves behind several nieces and nephews. She was preceded in death by her parents, her sisters, Norma Jean Davisson, and Margaret Louise Blade, grandchildren, Shelby Larson and Gene Hulscher.
Services will be held at the White City Methodist church at 10:00am, Saturday March 14th. Luncheon will follow at the Simmons Fellowship Hall following the service. A private family burial will be held at the White City cemetery.
The family would love guests to wear K-State, Chiefs or White City Huskies attire, as their mother would have loved it.
