Linda was a lifelong member of Romeo Church. Linda devoted more than 35 years as an educator, sharing a passion for teaching children and shaping young lives in the Kingsport and Greeneville areas.She is survived by her uncle and aunt, Fred and Mary Ruth Carter; nieces and nephews Dean and Nancy Carter and Bryan and Wendie Carter; nephew C.J. Weems; brother in law Charles Russell Jr.; and her special caregivers. She was preceded in death by her parents, Ralph and Mary Carter, and her brother Jim Carter.The family will receive friends from 1:00–3:00 p.m. Thursday, March 12, 2026, at Jeffers Funeral Home's downtown location. The funeral service will follow at 3:00 p.m. with Rev. Doug Jennings officiating. Burial will be in Prices Cemetery at Romeo.
