She was born July 27, 1953 in Piggott to the late Earl "Cotton" James and Floy Lucille Neeley Howell. In addition to her parents, Kathy was preceded in death by her younger brother, John Franklin Howell; paternal grandparents, Robert and Olla Howell and maternal grandparents, Homer Neeley and Nellie Hodges.Survivors include her daughter, Kasey Howell; older brothers, John Howell and Earl Howell; younger brother, Wallace Howell and younger sisters, Bessie Gilliland and Sally Lephiew. Kathy was also an aunt and great-aunt to many nieces and nephews.There are no services scheduled at this time.
