Joan Schiltz, 92, of Dubuque, passed away on Monday, March 9, 2026, at Bethany Home in Dubuque.
Born on November 14, 1933, in Oelwein, Iowa, Joan was the daughter of Clarence E. and Alice E. (Heid) Russell. She graduated from Sacred Heart High School in Oelwein. She was married first to Eric Fraehlich, who preceded her in death, then to James Friedman, who also preceded her in death. Most recently, she was married to L. Edward Schiltz, who likewise preceded her in death.
Joan worked as a manager at AT&T for twenty years before retiring. She later continued her career in banking and insurance. A devoted caregiver by nature, she lovingly supported her father through many years of Alzheimer’s disease, her second husband after his cancer diagnosis, and her husband L. Edward during his battle with Alzheimer’s. Her compassion reached beyond her family as she sponsored two boys, one from Lebanon and one from Guatemala, maintaining warm correspondence with them for many years. Joan was deeply engaged in politics, actively participating in campaigns and causes. She was honored to greet former President George W. Bush and former Vice President Dick Cheney. A longtime member of the Power of Prayer group and Dubuque County Right to Life, she also found joy in travel, visiting 49 of the 50 states. An accomplished seamstress, she created curtains, clothing, and tablecloths for her home. Above all, she cherished the time she spent with her granddaughters, who brought her great happiness.
Joan possessed an artistic sensitivity, a playful sense of humor, and remarkable fortitude. She will be deeply missed by all who knew her. She is survived by her children, David Fraehlich of Asbury and Jeanne (Ned) Lloyd of Chicago, Illinois; her granddaughters, Dr. Alison Fraehlich of Davenport, Iowa, and Natalie Fraehlich of Cedar Rapids, Iowa; several nieces and nephews, including Clark Russell and Becky Zolczynski; and many other extended family members and friends. In addition to her parents and husbands, she was preceded in death by her daughter-in-law, Diane Fraehlich, her brother, Edwin Russell, and her first cousin, whom she considered a sister, Bernita Auer.
