James Otis Carter, Sr., 86, of Harpers Ferry, West Virginia, passed away on March 11, 2026, at his son’s residence.
Born on November 18, 1939, in Leesburg, Virginia, he was the son of the late Thomas Welby Carter and Mame Payne Carter. James spent many years as a contractor with Schooley Contracting, where he helped build numerous homes and churches throughout the region. He later retired from Loudoun County Schools after 20 years of service. He was a longtime member of Mission Tabernacle Holiness Church, where his faith and devotion remained central to his life. He also found joy as an old car enthusiast.
Above all, James cherished serving God and remaining faithful to his church family. He was preceded in death by his beloved wife of 65 years, Phyllis, in October 2025, his daughter Kathy Strickler, two sisters, Helen Weatherholtz and Shirley Jean Stevens, one brother, William Carter, and his dear friend Melvin Baker.
He is survived by his two sons, James Carter, Jr. and wife Roxanne of Harpers Ferry, West Virginia, and Thomas Carter and wife Rose of Martinsburg, West Virginia, seven grandchildren, twelve great-grandchildren, one brother, Robert Carter and wife Sandra, and many nieces, nephews, and cousins.
