He was predeceased by: his parents, James Carter and Ruby Carter; his brother Randy Carter; and his grandsons, Chase Miller and Alex Carter.

He is survived by: his wife Barbara Pauley; his daughter Vicki Miller; his son-in-law Sonny; his son Bob "Bobby" Carter; his daughter-in-law Robin; his children, Carol Sue Carter and Paul Carter; his daughter-in-law Rose; his son Jonathan Carter; his daughter-in-law Tina; his son Jeremy Carter; his daughter-in-law Kelli; his daughter Jennifer Lambert; his son-in-law Jamie; his sisters, Donna Sue Satterfield, Janet Ford (Louis), Ina DeRochi and Brenda "Kay" McLemore; his sister-in-law Mattie Carter; his grandchildren, Zac, Luke, Paul Jr., Mia, Seth, Blake, Kristin Carter, Jake, Alanah, Stacy Miller and Brandon Lambert; his great grandchildren, Liam, Finn and Edyn Miller; and his grandchild Rocket Carter.

Visitation will be held on Thursday, March 12th 2026 from 5:00 PM to 7:00 PM at the Dudley Memorial Mortuary (729 Virginia Ave, Bluefield, VA 24605). A funeral service will be held on Friday, March 13th 2026 at 11:00 AM at the same location.

In lieu of flowers, memorial contributions may be made to Bower's Hospice in Gary's memory.
