Elizabeth “Joyce” Rooks Allen passed away peacefully on March 11, 2026, at the age of 87. Born on July 24, 1938, in Auburn, Georgia, Joyce was the youngest of ten children born to John H. Rooks and Cora Johnson Rooks. Growing up in a large family shaped the caring, resilient, and compassionate woman she became.
A graduate of Winder-Barrow High School with the Class of 1956, Joyce was known for her determination and lively spirit. She was honored as “Most Athletic” Senior Girl. She later attended Massey Business School and built a career first with Wrigley’s Gum and then with the City of Covington, where she served faithfully for many years. Through her hard work and leadership, she rose to the position of Manager of the Billing Department, retiring with the respect of her coworkers for her integrity and reliability.
At the heart of Joyce’s life was her beloved husband, Donald Lewis Allen, her high school sweetheart. Their marriage stood as a beautiful example of lifelong love and partnership. A devoted Christian, Joyce lived her faith through kindness, compassion, and quiet encouragement to those around her.
Above all, she was a loving mother and proud grandmother. She is survived by her children, Debbie Allen Shepherd (Marty) and Chuck Allen (Kelli), her grandchildren Lauren Shepherd Kerr (Chad), Jacob Allen, and Abigayle Elizabeth Allen, and her great-grandchildren Lorelei and Emmaline Grace, who brought her great joy. Joyce will be remembered for the warmth of her home and kitchen, where her peanut butter cookies, pound cake, and coconut pie became beloved family traditions. She also cherished her faithful cat and companion, Sophie. Her warm heart, quiet strength, and freely given love remain a lasting gift to all who knew her.
