Charles Edward Ballouz, 87, of Wheeling, passed away on March 9, 2026, in Wheeling Hospital. Born on December 23, 1938, in Wheeling, West Virginia, he was the son of the late Toby and Martha Ballouz.
A lifelong Catholic and member of the Wheeling Cathedral, Charlie served his country as a U.S. Navy veteran. He was deeply committed to his community, serving as president of the Ohio Valley Regional Transit Authority, where he played a key role in bringing bus service to The Highlands. He also served as a board member for the Public Defender Corporation and volunteered for numerous organizations throughout Wheeling. Though he was not elected to Wheeling Council, his dedication to improving the quality of life for his fellow residents never wavered.
In addition to his love for his family, Charlie remained passionate about the Wheeling community he cherished. He was preceded in death by his parents, his sister Elaine Watkins, and his niece Tobi Watkins.
He is survived by his sister, Helen (Robert) Fedorke; nieces Donna (Ron) Le Blanc, Tracie (Joe) Herman, Kathleen (Mark) Aleshire, and Lori (Craig) Brenneman; nephew Robert Fedorke, Jr. (Peachie); four great-nieces, five great-nephews, six great-great-nieces, and five great-great-nephews.
