Billy Jack Frazier, age 93, of Scott County, Virginia, passed away on March 8, 2026. A lifelong resident of the area, he lived a quiet yet deeply meaningful life marked by hard work, steadfast reliability, and quiet acts of care for those around him. Whether showing up to lend a hand, sharing a laugh, or offering his steady presence, Billy Jack left a lasting impression on everyone who knew him.
For 63 years, he shared a loving marriage with his wife, Norma Lee. Together they built a home grounded in faith, hard work, and unwavering devotion, becoming an example of loyalty and commitment to all who knew them.
Billy Jack began his career in maintenance at Kingsport Press before co-founding Frazier and Mann Fuel Oil Co. Inc. with his partner, Jimmy Mann. For thirty years, he delivered fuel—and friendship—to homes throughout the community. He also drove a school bus for the Scott County School District, safely transporting generations of children. A lifelong cattle farmer and former tobacco farmer, he tended the family land with dedication; the farm was recognized as a Virginia Century Farm, honoring generations of commitment to the soil. The farmhouse served as a welcoming gathering place where stories and laughter were freely shared.
A member of Holston View United Methodist Church and later Meade’s Chapel, Billy Jack was a devoted supporter of Twin Springs High School basketball, with a dedicated seat in the bleachers in his honor. He was a sixty-plus-year member of Catlett Lodge #35 and a Jericho Shriner.
He was preceded in death by his parents, Hobert and Vivian Frazier; his wife, Norma Lee; his brother, Harold Frazier; his sister, JoAnn Vicars; his niece, Robin McConnell; and his great-niece, Baylie Light. He is survived by his grandchildren, Jessica Logan (Travis), Grace White, Case Logan, Wyatt Logan, and Huxston Snelson; nieces, Angela White, Linda Compton, and Jodie Light (Sean); nephews, Darrell McConnell, Gary Frazier (Sherrie), Darrell McConnell Jr., Terry Vicars, and Jackson Light; special sisters-in-law, Shirley Vicars and Mildred Vicars; and many loving family members and friends.
Billy Jack will be remembered for his kindness, humility, and willingness to help others. Rooted in faith, family, friendship, and a lifetime of honest work, his steady example will continue to live on in the hearts of those who knew and loved him.
