Billy J. Phipps

Billy J. Phipps, 79, of Chapmanville, West Virginia, passed away on March 11, 2026, at Logan Regional Medical Center. Born on August 23, 1946, in Clintwood, Virginia, he was the son of the late Charles and Helen Phipps. In addition to his parents, he was preceded in death by his brother-in-law, Barton Savage.

Billy found deep satisfaction in the outdoors and took genuine pride in working with his hands. An avid fisherman, he built a respected career as a master electrician, earning a reputation for his strong work ethic, skill, and unwavering dedication to his craft. These passions—his love for nature and his commitment to doing things well—defined much of who he was.

He is survived by his wife, Sandra Phipps; his sons, Brett J. Phipps and Kevin T. (Laura) Phipps; his sister, Gaynell Savage; his brothers, Paul (Gail) Phipps and Ronald Phipps; three grandchildren, Natalie Phipps, Martha Phipps, and Levi Phipps; his step-grandchild, Jonathan Pittman; three nieces, Shelia, Regina, and Tammy; two nephews, Chad and Timmy; and many other loving family members and friends.
