Billy Con Mullins

Bill C. Mullins, 83, of Victoria, Virginia, joined his family in Heaven on March 14, 2026. He was the son of the late Gussie Mullins and Thelma Rose Mullins. He is survived by his wife of 54 years, Jacque Buchanan Mullins; his son, Joe Mullins (Kathy); his daughter, Cameron M. Pratt (Donnie); three grandchildren, Marlow, Billy and Chloe; one great-granddaughter, Ruby; two brothers, Kenneth Mullins and Gregory Mullins (Kathy); his sister, Julia Ann Powers (Danny); and extended family and friends.

Born and raised in Clintwood, Virginia, Bill graduated from Clintwood High School before honorably serving his country in the U.S. Navy during the Vietnam War. Upon returning home, he used the GI Bill to earn his bachelor’s degree from Clinch Valley College and his master’s degree from Longwood College.

He devoted his career to helping young people as a teacher, principal, and truant officer with the Lunenburg County Public School System. A former Scout leader, dedicated member of the Victoria Methodist Church, and former councilman for the Town of Victoria, Bill found joy in photography, camping, and his lifelong love of trains. He will be remembered for his deep devotion to his country and his steadfast commitment to his family and community.
