He was the third child of the late William M. and Helena L. Carter.His brothers, Kenneth A. Carter and Ronald L. Carter preceded him in death.Anthony was known to everyone as 'Tony.'Tony attended Baltimore City Public Schools. After leaving Baltimore, he worked at the Norfolk, VA, shipyard. Tony would often say that it was the best job he ever had. He later received his GED.His interest in those with disabilities led him to work as a caregiver and later as a supervisor for The National Center on Institutions and Alternatives, a social service organization. While working in the organization, Tony met Sydney Hurley. He was Sydney's caregiver and legal guardian for twenty (20) years.Sydney soon became a member of Tony's family and circle of friends.Tony loved his family and friends. He enjoyed family gatherings and spending time with nieces and nephews who shared their accomplishments with him. He never failed to express his pride and joy. He always gave words of encouragement.Wherever he went, Tony greeted everyone with much warmth and love. It was as if he had known everyone for years. He was truly a people person.Tony was known for making his 'rounds' during the Christmas holiday. He visited with cards and gifts. He made special calls at New Year's to everyone.Birthday visits and calls were his joy, also. He was an avid sports fan. Most Sundays, he sat in front of the TV watching sports, especially women's basketball.He enjoyed working out at the gym. He said the gym was his stress-reliever.When he encountered many challenges in his early life, Tony thanked God for bringing him through it all. He always began his day with a prayer, thanking God for blessing him and vowing to be a blessing to others. Mornings included special talks with family members who had passed on, especially his mother.
